The headlines in the mainstream press read “Outdoor Marijuana Cultivation Ban,” but the Emerald Growers Association (EGA) and California NORML both endorsed Sacramento’s personal use medical cannabis cultivation ordinance, which follows a statewide trend in outlawing the outdoor cultivation of medical marijuana. What’s up?

After almost an hour of testimony, the Sacramento City Council on Tuesday night followed through on a vote last month which signaled its intent to join other cities around California in placing tighter restrictions around cannabis cultivation, reports Ryan Lillis at The Sacramento Bee. The council voted 6-2 to enact the ordinance.
But all of the Emerald Growers Association’s policy goals were reportedly achieved, as follows:

Stretching from the eastern edge of Los Angeles County, all the way to the western Arizona border, Riverside County in California’s Inland Empire has been rapidly rising in the ranks of the most populous counties in the entire nation.
In an almost synchronized timeline of events, the population explosion in Riverside County coincided with the massive growth of medical marijuana demand in the region, and local growers soon found the Mediterranean-esque climate to be more than adequate for growing their own crops. However, a newly proposed county-wide ordinance would put an outright ban on outdoor cultivation of cannabis.

City leaders in Concord, Calif. clearly don’t appreciate the bountiful Northern California sun as much as everyone else does. On Tuesday, city council unanimously decided that medical marijuana patients can no longer harness the power of the sun in their own backyards to grow their medicine. Instead, they’ll have to move them indoors under artificial, watt-sucking lights.
Apparently nobody told City Council that being environmentally conscious is kind of a big deal in Northern California.

Fresno Police discovered this field of marijuana — easily visible from the street — growing over the top of a fence in a residential area in September.

​A Fresno County, California ordinance that bans outdoor medical marijuana gardens is valid, a judged ruled Wednesday, but backyard growers have until midnight on November 30 to harvest their crops.

County officials couldn’t immediately enforce the ordinance, Superior Court Judge Jeff Hamilton ruled, because they had failed to prove that outdoor gardens were an imminent threat to public safety, reports Pablo Lopez at The Fresno Bee.
Because of recent violence associated with marijuana gardens, the Board of Supervisors on September 14 approved the ordinance banning outdoor medical marijuana gardens in unincorporated areas.

Law enforcement officers in the northern California town of Sebastopol, in Sonoma County, responded to a call from local firefighters who reported coming across a large marijuana growing operation while attempting to extinguish a fire raging in the same building.
Guns, ammo, indoor and outdoor marijuana plants growing; all of these are pretty standard discoveries in a bust like this, usually along with some cash and other valuables. In this case, a record amount of each was seized in what local cops are saying may be the largest financial grab in the county’s history.

It’s no secret that people like cannabis. If you’re growing marijuana, the specter of rip-offs is almost certainly on your list of big concerns, and it may well be near the top worry.
Add in the increasingly restrictive regulations on medical cannabis cultivation being imposed in many California communities, and it’s just not easy for patients — who already have plenty to worry about — to provide for their own needs when it comes to herbal medication.

But one Yuba City man says he’s found the solution, reports Gabriel Roxas at News 10.

1632 AD, America gets a new cash crop when the Pilgrims bring Cannabis to the New World in their carry-on luggage.

​A government committee in the Czech Republic is working on a law to legalize medical marijuana in that Eastern European nation.

The country’s experts have proposed that marijuana would either be imported or grown locally by farmers who are registered and licensed for such a crop, which is currently illegal, reports the Associated Press.
The group also proposed on Monday that all medical marijuana patients should be registered with the government.
The draft of the new marijuana bill is scheduled for completion in December. It could become law in the Czech Republic next year if it is approved by Parliament and the executive branch of government.
