Bills which would legalize the production of industrial hemp and the use of marijuana for medicinal purposes will be considered on Monday and Tuesday, August 13 and 14, in the U.S. Virgin Islands.

Senator Terrance “Positive” Nelson, the first and only Rastafarian senator in the Virgin Islands, is bringing the bills forward. Senator Nelson has vowed to bring marijuana legislation before the Senate, and has other senators who have publicly supported him and these bills for ballot referendums.
Senator Nelson has also said publicly that he is working on a marijuana decriminalization bill that will be presented before the end of this Senate session. Toke of the Town has seen a draft of the as yet unnumbered bill, which is not yet final.

Senator Ron Wyden (D-OR), Rand Paul (R-KY), Jeff Merkley (D-OR), and Bernie Sanders (I-VT) on Thursday introduced S. 3501 the Senate companion bill to H.R. 1831, The Industrial Hemp Farming Act of 2011. If passed the bill will remove Federal restrictions on the cultivation of industrial hemp, the non‐drug oilseed and fiber varieties of Cannabis.

The National Cannabis Industry Association (NCIA) is awaiting answers from United States Attorney General Eric Holder related to sworn testimony he provided to the House Judiciary Committee on June 7. On that day, he said that the Department of Justice (DOJ) limits its medical cannabis “enforcement efforts to those individuals [or]organizations that are acting out of conformity with State laws, or, in the case of instances in Colorado, where distribution centers were placed within close proximity to schools.”

Attorney General Eric Holder on Thursday defended the Department of Justice’s crackdown on medical marijuana, claiming growers and dispensaries “took advantage” of state medical marijuana laws.

Holder, appearing before the House Judiciary Committee, admitted that the Obama Justice Department had broken with the Bush Administration in pledging not to go after anyone acting within state medicinal cannabis laws, reports Dan Freedman of the Hearst Washington Bureau.

Activist Winston Matthews, 55 and disabled, is being jailed for 16 months for growing cannabis to treat his back pain

​British pro-cannabis campaigner Winston Matthews, 55, who refused to stop growing marijuana despite repeated arrests, has been jailed for 16 months in the U.K.

Matthews, of Upfield Close, Horley, admitted violating a suspended sentence he was given on August 23, 2010, as well as three counts of cultivating cannabis and two counts of possession between August 28 and December 16 that same year, reports Ben Endley at Get Surrey.

He had been scheduled for sentencing last Friday but the hearing was deferred until Monday, when Judge Suzan Matthews (no relation) admitted the case was “unique” but insisted the grandfather of two still had to be jailed.
The day before his sentencing, Matthews, an outspoken member of Surrey’s Legalise Cannabis Alliance (LCA), posted on Facebook about the case.
“All I had to do to get a deferred sentence yesterday [February 3] was lie to a judge and say I’d stop taking cannabis!” he posted. “I wasn’t prepared to do that! One love!”

Idaho patients have already fought long and hard to legally use the medicine which works best for them.

​A northern Idaho lawmaker has once again introduced a bill which would legalize medical marijuana in the state.

Rep. Tom Trail (R-Moscow) earlier this week sponsored the Idaho Compassionate Use Medical Marijuana Act to establish a system for patients to legally obtain and use marijuana with a doctor’s approval, reports The Associated Press.
The bill would allow patients with illnesses like cancer, AIDS, Lou Gehrig’s disease, muscular dystrophy, glaucoma and multiple sclerosis to have access to legal marijuana grown and distributed through state-monitored dispensaries.
It’s time for legislators to help reduce the suffering of seriously ill citizens, according to Trail.
If the bill passes, patients would need authorization from a doctor to get medical marijuana. Patients or their caregivers would also have to register with the state.

Up In Smoke

​The pot flick has practically become a genre unto itself. Stoner movies, expressly designed for enjoyment under herbally enhanced conditions, should have their own aisle at Blockbuster.
While we’re waiting for that to happen, though, let’s take a moment to bask in the euphoric glow of accomplishment. Cannabis cinema has established a track record of success and marketability much like the herb itself.
Given the passionate loyalty potheads feel towards their very favorite stoner movies, I’d have to be ape-shit crazy to put myself in the line of fire, subjecting myself to the ire, the scorn and the second-guessing of my blunted but opinionated brethren.
So if you think I’m high enough to even try that… OK, OK. Good point.
