A California family claims school officials and police targeted and set up their special-needs high school-aged son in an undercover sting at Temecula, California’s Chaparral High School. Doug Snodgrass, the father of the unnamed boy, says the move has left his son shattered and unable to trust anyone.
In a lawsuit filed against the district, Snodgrass says says the school “participated with local authorities in an undercover drug sting that intentionally targeted and discriminated against their son” likely due to past behavioral issues at his former school.

Rep. Harold Dutton (D-Houston) filed the decrim bill

House Bill 184, which would reduce penalties for marijuana possession in Texas, has already been filed and is ready for the Legislature’s upcoming session in January.

The bill, filed by Rep. Harold Dutton (D-Houston), would reduce possession of up to an ounce of marijuana to a Class C misdemeanor, reports Sergio Chapa at ValleyCentral.com. Class C misdemeanors carry no jail time, and are punishable by up to a $500 fine.
“We are under no illusions that full decriminalization is gonna come to Texas anytime soon,” said Josh Schimberg of the Texas chapter of the National Organization for the Reform of Marijuana Laws (NORML). Schimberg said the Austin-based group is pushing for full legalization, but sees HB 184 as a step in the right direction.

Two men were jailed after law enforcement found more than a ton of marijuana aboard a fake AT&T service truck in Texas.

A Texas state trooper pulled over what looked like an AT&T work truck for going 72 miles per hour in a 60 zone, just west of the Hidalgo County community of McCook, reports Sergio Chapa at ValleyCentral.com.
The trooper knew something must be up when the driver took off running on foot. Aaron Arrellano-Salgado didn’t get far, though, before he was caught.

​In a decision that could have immediate effects, California cities and counties can ban medical marijuana dispensaries within their borders, a state appeals court has ruled.

Other courts have upheld local governments’ authority to restrict and zone the locations of the shops, or even declare temporary moratoriums, but Wednesday’s ruling, in a Riverside case, was the first to address a citywide ban, reports Bob Egelko at the San Francisco Chronicle.

The issue has made its way through the California courts for years, but the opinion issued Wednesday is the first one that directly addresses the issue in unambiguous language, reports John Hoeffel at the Los Angeles Times. The decision upholding Riverside’s dispensary ban will likely result in more cities and counties prohibiting the pot shops.

​The South American nation of Bolivia is set to withdraw from the United Nations Single Convention on Narcotic Drugs, adopted in 1961 to outlaw “illicit substances” across the planet. It plans the move in protest of the U.N.’s classification of coca leaves as an illegal drug.

President Evo Morales — who, not coincidentally, is also leader of one of the country’s biggest coca producers’ unions — has asked the Bolivian Congress to pass a law that would take the nation out of the Single Convention, reports the Sydney Morning Herald.
Morales, an Aymara Indian who came to power as the leader of coca growers in the Chapare region, has moved away from the forced eradication of coca plantations while at the same time stepping up efforts against cocaine traffickers, with record seizures.

​A Texas woman is in jail after officers said they found more than 146 pounds of marijuana in her car’s gas tank.

U.S. Customs and Border Protection (CBP) officers arrested Viridiana Salinas-Padron on federal drug charges Wednesday, reports Sergio Chapa at ValleyCentral.com.
The 27-year-old South Padre Island woman entered the United States at the border crossing over Brownsville’s Veterans International Bridge.
Customs officers said they found 146.3 pounds of cannabis inside the gas tank of her 1999 Chevrolet Astro Van during a secondary inspection.
