The New York General Assembly yesterday approved a bill that would reduce he penalties for public display of small amounts of marijuana.
Assembly Bill 6716, introduced by Brooklyn Assemblymember Karim Camara, would make public display of marijuana a ticketable offense instead of one that mandates jail time. The law somewhat aligns public display laws with private possession laws passed in 1977 that decriminalized up to 25 grams of marijuana.

Crimestoppers U.K.
Anti-pot paranoia, now in scratch and sniff!

The powers-that-be in the United Kingdom want their citizenry to rat on one another. At least, that’s the plan with a series of marijuana-scented scratch-and-sniff cards that were mailed to more than 200,000 people in the UK recently.
The ridiculously daft plan by the group Crimestoppers U.K. is that by handing out ganja-scented cards to the community, people will run to the police any time they smell anything remotely skunky.

Jazz Musician’ Son Brings Brownie To Fourth Grade Class!

Panic broke out this morning at Redwood Elementary School when a local jazz guitarist’s son smuggled in through the opened doors of the grammar school a “red” sequestered Tupperware-covered container of evenly-cut Betty Crocker’s “More Fudge Than Fun Brownies,” for Pebbles Shapiro-Naguchi’s birthday party. There’ll be no birthday celebration in Room 102 this afternoon because of the quick judgment of a teacher who thinks profiling is more than tracing a child’s silhouette.
This fast-acting teacher intercepted the suspicious treats once the child was caught off-guard opening his desk. Fearing the inevitable — that the child was part of a drug ring intended to imprison our innocent youth from their eight to nine hours of day of playing ‘World Demands To Die Warfare,’ videogames, the untested, sugar-laced, possible store-bought opiates were removed.

Arizona lawmakers are preparing on Wednesday to deny university and college students living on campus the right to use medical marijuana, even if they have the legally required doctor’s recommendation to use it.

Legislation written by Rep. Amanda Reeve (R-Phoenix) would make it illegal to use and even to possess marijuana on the campus of any public or private post-secondary institution of learning, reports Howard Fischer at Capitol Media Services.
Included under the overbearing law would be not only the state university system and network of community colleges but even various private schools that offer degrees or certificates.
That doesn’t just mean keeping marijuana out of classrooms and open areas.
HB 2349, set for debate in the House Committee on Higher Education, also would prohibit students from using cannabis in their dorm rooms — even if the patient is drinking a cannabis infused drink or eating a cannabis edible.

Cannabis Culture

A full decade after Canada legalized medical marijuana, most doctors in the Great White North are still refusing to sign the forms that patients need to get access to cannabis — meaning patients in pain risk jail if they use what works best to help keep them functional.

Far from improving, the predicament seems likely to get worse because of proposed changes to how Health Canada regulates access to marijuana, reports Sharon Kirkey of Postmedia News.
To the casual observer, it may seem that the government is actually easing up on the strict rules for obtaining medicinal cannabis. Health Canada has proposed removing itself as the ultimate authority in approving or rejecting medical marijuana applications.

Mark Steven Phillips was arrested in his senior community apartment 31 years after his original arrest in 1979, left.

More than three decades after he went on the run, Mark Steven Phillips, a former associate of the Black Tuna Gang of marijuana smugglers, will serve five years in federal prison for his part in bringing cannabis into the United States, a federal judge has ruled.

Phillips, 62, was re-arrested in January while living at a retirement community in West Palm Beach. He was sentenced on Wednesday by the same judge who was over his case in 1979 in Miami: U.S. District Court Judge James Lawrence King, reports David Ovalle at the Miami Herald.
