Bill Filed To Reduce Marijuana Penalties In Texas

House Bill 184, which would reduce penalties for marijuana possession in Texas, has already been filed and is ready for the Legislature’s upcoming session in January.

The bill, filed by Rep. Harold Dutton (D-Houston), would reduce possession of up to an ounce of marijuana to a Class C misdemeanor, reports Sergio Chapa at ValleyCentral.com. Class C misdemeanors carry no jail time, and are punishable by up to a $500 fine.

“We are under no illusions that full decriminalization is gonna come to Texas anytime soon,” said Josh Schimberg of the Texas chapter of the National Organization for the Reform of Marijuana Laws (NORML). Schimberg said the Austin-based group is pushing for full legalization, but sees HB 184 as a step in the right direction.

On Heels of Success in Latin America, Global Commission Will Strategize Next Steps for Global Drug Policy Reform

The Global Commission on Drug Policy (GCDP) will gather in Warsaw on October 24 and 25 to highlight the impact of the war on drugs on public health in Eastern Europe and prospects for change around the world.

The Global Commission was convened in July 2010 and has been working to establish a road map for change in drug laws and policies. It is currently composed of 22 international leaders, including seven former presidents.

The GCDP meeting in Poland brings the debate to Eastern Europe, in order to focus on the dramatic human and social consequences of the prevailing hardline approach to drugs in the region. The meeting will include a roundtable organized by the Polish newspaper Gazeta Wyborcza to allow interaction with key media and stakeholders.

A historic, 12-year experiment in medical marijuana research which brought new science to the debate on the place of cannabis in medicine has found that the herb offers broad benefits for pain control from injuries, HIV, strokes and other conditions.

The New Approach Washington campaign turned in its signatures this week for Initiative 502. This initiative would legalize personal possession of up to one ounce of marijuana and regulate the distribution and sale of the drug to anyone over 21 [in Washington state]. It also introduces a per se DUI limit for “active” THC – in layman’s terms, the amount of “unprocessed” THC in your body.

Over at Slog, Dominic Holden continues to lash out at the folks in the medical marijuana community who oppose it – primarily due to the DUI provisions. I’ve been trying to stay out of this fight for my own sanity, but Holden’s anger is so misdirected (and misinformed), I have to speak up.
