Possession of small amounts of marijuana would be decriminalized under legislation advancing through the Hawaii State Senate.

The Senate Judiciary Committee Thursday passed a measure setting the fine for possession of less than an ounce of the herb at $100, reports the Honolulu Advertiser.
In separate legislation, a bill which would permit “compassion centers” to operate as medical marijuana dispensaries cleared its final Senate committee Monday.

“What do you mean, what would I do for a lighter?”

Marijuana activist/visionary Rob Griffin set the standard, simply because he was there before almost anyone else. When he launched 420 Girls in 1993, there weren’t any other sites centered around photos of naked women smoking weed.

The goal, Griffin says, was always to draw more people into the legalization movement through the beauty, glamor and sex appeal of the nude female figure.
The site features nude women smoking pot, posing with cannabis paraphernalia, marijuana plants and buds, posing in dispensaries, fields and grow rooms.
While the formula has certainly caught on — there are many others like it today — 420girls.com was the original.
Griffin’s mission came into being as a result of a marijuana possession conviction from 1992, while Rob was living in Maryland. Because he was then considered, by law, to be a felon due to drug-related charges, his right to vote was permanently suspended.

Industrial hemp being harvested

Uruguay has pulled into the lead in becoming the first country in South America to authorize the cultivation of industrial hemp, Paula Alvarado reports at Treehugger.com.

The Ministry of Cattle, Agriculture and Fishing has authorized “experimental” cultivation of hemp to take place in October 2010. If results are successful, Uruguay could grant permits to farmers to start growing, according to El Pais.
The location selected for hemp cultivation is a secret. The National Institute for Farming Technology will oversee the pilot project.

The government of the Czech Republic in eastern Europe will allow ordinary citizens to grow up to five marijuana plants starting Jan. 1, 2010.

The cabinet of Prime Minister Jan Fischer defined “personal use” amounts of cannabis and other drugs, clarifying the nation’s new penal code that will decriminalize cultivation and possession of pot.
While marijuana will remain technically illegal, possession will be punished only with fines comparable to those imposed for parking tickets, Sean Carney at the Wall Street Journal reports.
What constituted “small amounts” for personal use was previously undefined. Police and the courts loosely interpreted the laws on a case by case basis, often resulting in home marijuana growers being jailed.

Smoking innovation the Incredibowl, born of Colorado’s percolating pot scene, has become the first product ever to win double Cannabis Cup awards.

The high-tech medical marijuana pipe, as Westword‘s Joel Warner puts it, “designed by weed-smoking Colorado whiz kids,” did quite well for itself at the 22nd annual High Times Cannabis Cup awards in Amsterdam.

Hitting all the high notes?

A New Zealand woman who played classical musical to her 20 cannabis plants “to encourage them to grow” has been sentenced to community work, according to Kiwi website TVNZ.

Zarah Murphy of New Plymouth, N.Z. cultivated the plants in a room with photos on the wall of healthy palnts as “role models” and played them “nice classical music,” her lawyer told New Plymouth District Court on Monday.
The lawyer, Pamela Jensen, said Murphy was growing the plants for her own medical use, to treat her post-traumatic stress disorder, the Taranaki Daily News reported.
She was undergoing psychotherapy for her condition and could possibly attend drug counseling in the future, according to Jensen.
Judge Allan Roberts, while granting the elaborate grow room was a “pretty good effort,” still sentenced music lover Murphy to 250 hours of community work and $1,235 in unpaid fines.

Let’s get really basted.

Few things in life are as natural a fit as THC and Thanksgiving. I mean, come on – a holiday which heralds hoggishness, and an herb which makes you hella hungry? We’re talking a hook-up made in hemp heaven.
But wait! That’s not the only way marijuana can improve your Thanksgiving experience this year. I feel a list coming on.
1) Make the most of the best pig-out chance of the year. Any self-respecting stoner is going to augment his or her capacity for Thanksgiving largesse by generously applying nature’s favorite appetite stimulant.
To be sure you’ve got your bases properly covered, Toke of the Town suggests you consider a new round of smoking between each course of the meal. At the very least, toke up again before dessert.
If you’re in a situation where smoking ain’t cool, don’t trip. Just prepare and consume some marijuana edibles ahead of time – and if the gathering’s going to last awhile, bring along some extras in your pocket. (Toke of the Town recommends sativa strains; a heavy indica, especially combined with all that tryptophan from the turkey, could make you drowsy.)
