LIFE IS FOR THE LIVING!!! I say kudos to Joan for wanting to have a little fun. She's not harming anyone else and there are a helluva lot worse things that people seek for enjoyment and sadly, those are legal. She's an adult and should be able to make her own choices about what she does with her time and money without a guilt trip from either her daughter or the public. This proves one thing, it wasn't the first time Joan got a buzz from cannabis. First timers don't get the effect the first time or maybe even the second time. And smoking in a vehicle is a big no no Joan. Lucky a drug warrior didn't pop your stunt bubble.
Technically, Prop215 says the vehicle can't be moving and since she was the passenger she wasn't DUI.
