With overpopulated prisons and their huge expenses, the financial toll on individual taxpayers in the United States continues to grow.
But it doesn't have to be that way.

If the government would put its money where its mouth is -- that is, emphasize drug treatment (for those who actually want and need it) over incarceration -- it could save taxpayers money every year.
