Who regulates medical marijuana in California? Well, basically, nobody. State Assemblyman Tom Ammiano wants to change that. Today he announced legislation, introduced last month, that would bring medical cannabis under the policing of the California Department of Alcoholic Beverage Control.
The proposal is called AB 473 and it would mandate that the ABC police “the entire supply chain” and “work to eliminate criminal involvement in the industry.”The language of the bill also states that pot would be tested and that guidelines for growing would be established. LA Weekly has the rest.

Dr. Lester Grinspoon is easily one of the most prominent, and influential voices within the cannabis reform movement, and he has been for decades. A retired Harvard Psychiatry Professor, Grinspoon is the author of numerous books, including the popular Marihuana Reconsidered and Marihuana The Forbidden Medicine. He’s also on the Board of Directors for the National Organization for the Reform of Marijuana Laws, and has appeared in several television shows and movies, including The Union: The Business Behind Getting High. We caught up with Grinspoon recently, and he was kind enough to answer some questions for Toke of the Town.

Update – Wednesday, March 20, 2013: The Maryland Senate voted to decriminalize marijuana possession of up to ten grams of marijuana yesterday. The bill’s sponsor, Sen. Robert Zirkin, a democrat from Baltimore, told the Washington Post that he was pleased with his colleagues and says the House would be smart to pass the legislation.
“Incarceration does not make sense [for small amounts],” he told the PostWashington Post newsroom.)

New York Republican Assemblyman Steve Katz is a fucking hypocrite. Last year, the lawmaker – who is on the Assembly Alcoholism and Drug Abuse Committee – voted against medical marijuana in the state, saying that it would only increase illegal drug use. Fast-forward to this past weekend when Katz was cited for marijuana possession after police pulled him over for speeding.

Towns in Massachusetts can not ban medical marijuana centers outright, but they are allowed to enact zoning regulations on where dispensaries can be located. State Attorney General Martha Coakley handed down that decision yesterday in response to a Wakefield, Mass. passing a law that prohibited marijuana centers from operating in that town.

Illinois is one step closer to having medical marijuana laws on the books after a bipartisan subcommittee approved HB0001 to move into the House for a full vote. Unfortunately, this isn’t the first time bills have made it this far only to find their demise before the entire House.
If passed, the Illinois medical marijuana bill would allow patients to possess up to two and a half ounces, which they could replenish at one of 60 proposed, state-regulated dispensaries every two weeks. Herb would be grown in 22 cultivation facilities scattered across Illinois.

When pressed for an official response to Colorado and Washington marijuana laws yesterday in a Senate Subcommittee meeting, Attorney General Eric Holder again balked at giving any real answer – only to again say that his office will comment soon. All this just one day after former DEA chiefs and the United Nations demand that he take action to stop laws in Colorado and Washington.
